The Cabinet of Ministers approved the draft of the new Customs Code of Ukraine

The Cabinet of Ministers of Ukraine has approved a draft of a new European-style Customs Code. This was reported by the government portal.

The document is a key element in implementing Chapter 29, “Customs Union,” of the negotiation process for Ukraine’s accession to the European Union.

“The draft of the new Customs Code introduces customs rules and standards aligned with the EU and will help transform Ukrainian customs into a European-style secure border. Most of the provisions of the new Customs Code will be understandable to both businesses and customs officials. This was facilitated by the long-term development of the regulatory framework already in force today in accordance with EU standards, as well as the practical implementation of European rules and procedures,” noted Ukrainian Minister of Finance Serhiy Marchenko.

Structurally, the draft is organized according to the logic of European customs legislation. Sections I–IX correspond to the structure of the EU Customs Code at the level of sections and chapters. Sections X–XI implement the provisions of specific EU regulations. Sections XII–XV cover provisions at the national level, while Sections XVI–XVII contain transitional provisions necessary for the system’s operation prior to Ukraine’s accession to the EU. In total, the draft of the new Customs Code currently consists of 781 articles.
